I have just installed a new toilet and the flush is so weak it does not remove the contents from the pan first time.
Is there an adjustment on the cistern to change flush pressure?

check there is enough water in the cistern, adjust float arm to allow more water in and hence a better flush if this is the problem.

I have checked the water level and it is at maximum level.
It seems to be more the speed and/or volume at which the water enters the pan which is a problem

Check the water level in the cistern, set to about 1.5" below overflow. Check the pan is level and the waste pipe is falling the right way.
Check toilet outlet is above the soil pipe connection.

Maybe it is just because it is a cheap loo !!

Hi,
I just fitted a new Duchy (brand) Rock (model) WC pan / Close-coupled cistern and the first flush gets rid of the heavy waste but leaves a lot of
paper. If I'm lucky the second flush gets rid of the paper.

I think in my case it's just a poorly designed WC.

IF !!!! that is the case then is this product not fit for the purpose it was intended ? - i'd be looking for a refund/replacement.

What good is a cistern that wont flush waste products clear of the toilet pan ?

sounds like it is the design of the toilet. i recently installed a cheap £40 toilet from B&Q into our outside loo. takes two flushes to remove paper.
