Perished party wall

Hi

The 2 metre high party garden wall between me and my neighbour is crumbling - the bricks below the damp proof course are crumbling, the wall has been partly cemented over and painted - the paint is peeling, the wall is damp and the brickwork is flaking away. There is a badly damaged hidden guttering on the top, I think the rain has just soaked into the wall and damaged the bricks.

Can the wall be saved? How?
