Central Heating Problems

We have changed 3 radiators and replaced the bathroom radiator with a towel rail.

One radiator is blasting out the heat, the one downstairs radiator is getting quite warm and the remaining 3 are not heating up at all.

We have tried to open all the valves to start to balance the system, but 2 radiators and the towel rail do not heat up when we did this. We turned the first radiator down, but the 3 remaining still did not heat up.

Any suggestions would be appreciated.

Shut all rads off apart from the one nearest the boiler then move on throttling each one down as they get hot and bleed them.
