cracks in bathroom ceiling

We had our bathroom ceiling skimmed last year. We painted it with normal emulsion paint but a few weeks later small cracks formed , steam got under the cracks and the paint started to flake. We have scraped off the paint , filled the cracks with pollyfilla but the cracks have returned. What paint/filler can we use to prevent the paint from flaking again?

I would look at buying some filler specifically for bathrooms, then also repaint with a bathroom paint. Most bathrooms are just to wet to use normal emulsion. I think its your paint thats the real problem though.... as your plaster will probably still get small cracks but the paint should protect it?
