Hi
1 Wash the walls down make sure there no wee bits stuck and all old paste is removed , if the walls are in good condition fill a light sand and repaint 2/3 coats of emulsion.

2 If the walls are in poor condition fill light sand then line with lining paper, then allow to dry and emulsion.

NB. lining paper should be applied across the wall rather than vertical
Hope this has been of help.
