they should be in line with your joists from outside,just above the path or patio level,you might need to take some render off to find them.I hope this helps you.
I would make him come back and find them and then repair the render.
Are they floor vents? If so and you have a written quote/invoice from him write to him formally and tell him that he has blocked off your subfloor ventilation. If he does not rectify it and subsequently you have problems with the floor you will sue him.
