We have a problem with noisy pipes when any toilet is flushed or when an appliance is drawing water and we use a tap.
It sound like there is a lack of water, we have also discovered the water meter is not working would that have anyyhing to do with it
any help please.

What sort of noise? Knocking or hissing? In the meantime, probably worth getting the water supplier to fix/repair their meter anyway.

hi.....try turning down the mains stopcock down that should put things right.....your water meter not working wont give you this problem

pipes not being clipped correctly maybe? But turning down the stoptap may reduce the pressure, which may work due to problem being too much pressure?

turning the stoptap down doesn't reduce the pressure it just slows the flow and can cause water hammer.

Thats the problem I think (water hammer) how do I resolve it.

if you have a cold water storage cistern in your loft this cold be water hammer. try replacing the float valve with a equilibrium ball valve.

adjust the stoptap if its not the cold water cistern.

Could try to get a pressure reducing valve installed if you have easy access to pipework near the stoptap. Easiest place to look is screwfix.com

We do not have a water tank this house it is only 5 years old
There is a combi boiler when the toilets are flushed it also seams to rattle the central heating pipes.
Any help please

I would think the most likely problem is that your mains stopcock has a loose washer. This means the stopcock body has to be removed to check and repair. Unless you know what you are doing you should get a reputable plumber. It is not a major job.
