Hissing noise from pipes

There is a hissing noise similar to the noise when a toilet is re-filling coming from the pipes. The toilets are ok and the noise persists even when everything is turned off and the stop cock is turned off. Any ideas.

Hi
There is a strong chance you have a leak in the underground water main before it enters your property. Your water company will almost certainly investigate for you if you ask but you may have to hire your own plumber to fix the problem.
