How can I clean this tile Advice and information on tiling and fixing tiles to a variety of surfaces

[Presidential Cleaning]

I need to clean this tile...I need to get all the black off of it and make it shine again....any suggestions?

I have tried numerous degreasers and scrubbed and all it did was fade the black some.

Should I strip it?
