Tiling over a cork surface Advice and information on tiling and fixing tiles to a variety of surfaces

I am proposing to lay some vinyl tiles over a sound cork tiled floor. How should the cork tile surface be prepared? For example, should it be lightly sanded and sealed with dilute PVA, or something similar?
