penetrating damp

I have a 1935 bungalow with two bay windows, floating floor, double glazing, new damp proof course, rendering above damp proof course, new damp course, injected about 20 years ago. Floors have been partly covered by hardboard.
The bay windows have been replastered coated with water repellant, previously had insulation under wallpaper, plain wallpaper, emulsion including any damp emulsion but nothing seems to stop the damp. I have had a tube heater in the bay all winter but it still does not seam to work.

Please can you suggest anything I can do.

How often do you open the windows in the bays? You need to do this to eliminate the possibility of condenstaion before looking for more serious problems.

Jean, do you have cavity walls?
Do they have cavity insulation?
Are the ties made of steel or cast iron? Have they rusted?
Are there horizontal cracks in the wall?
Has the bay always been damp? Or only since the insulation was installed?
Is it dry during the summer?
Is it wet during the winter after heavy rain?
Is the bay in an exposed position, subject to the prevailing wind and rain?
