Cooker cabinet heat.

Can anyone confirm this? Trading standards reckon that the outside of a free standing gas cooker can rise to 80 degree's while the oven is in use.
Is this allowed? the fire brigade reckon that if the cabinet is getting so hot it should be disconnected. :?
