Toilet wont flush paper? All aspects of plumbing questions and answers, help, tips and information

When we flush both the upstairs and downstairs toilets they do not appear to have enough suction to pull all the toilet paper from the toilet. It may take 2 or 3 flushes before the toilet is clear. The water level does not rise when flushed so I am reluctant to think: blockage?? Possibly toilet design?? Can anyone help - Thanks?

Does the cistern fill up to its highest level Mark. If there is no blockage it is possibly this.
