Can you Advise in your opinion if this is Damp?

If anyone who deals with Damp problems can advise me it would be Much appreciated. We live in a One bedroom Apartment on the Ground Floor, and Have had these problems on certain Walls over the last three years, Redrow has visited the property first of all putting it down to a bad paint job! they repainted it problem returned, then secondly said they would fill the shaft in the bathroom that goes to the top of the building with that Insulation stuff and no problems have returned there, however the Outside wall into the corner of a joining inside wall is where one problem persists and the outside external wall of the building where our Fridge Freezer is located persists. They are coming out Friday to check the vents are clear on the outside of the building that I assume go underneath the concrete floor. Am I being Fobbed off?

Is there anyway of posting Pics Onto here to show the problems first hand?
