Hi, work in public places is covered by the 'Electricity @ work Act' which in turn refers to the IET wiring regs. as a way of compliance.
As Stoneyboy says, although there is no statute to prevent DIY work in such places, they must have periodic inspections done regularly for local authority requirements and insurance companies to honour claims.
However ALL electrical work done ANYWHERE by ANYONE MUST be certified by the person doing the work at the time, using calibrated instruments and the results recorded on the standard forms as shown in the regs book, effectively ruling out DIY,
