Rough Render

Please offer some guidance to a complete amateur .

I have a large , 1930's , detached house . Over the years , as each
extension / renovation has been completed , renderers have done their best
to match up the new / repaired render to the original , using a trowel pattern
which now looks like a dog's breakfast .

The render is very solid . Is there a tool , perhaps some sort of grinder ,
which could be used to remove much of this pattern prior to painting ( the
deepest ridge is no more than 1 cm deep ) ?

If not , is there a sealing agent that would bind all of the layers of old paint
to the render prior to painting including the small ( hand - sized ) areas
that have lifted from the rendered surface ?

An almost impossible task to grind down the surface.
Try using stabilising solution on the bare rendered areas prior to over-painting.

Not impossible, but hard messy work.
1) Angle grinder. Messy and noisey.
2) Hire a compressor, buy a couple of air hammers (small ones about £25), get on with it.... OR
3) just go over the whole lot with Decopierre or some other high build product.
