My garden tap has no water coming out of it All aspects of plumbing questions and answers, help, tips and information

I turned on the garden tap to water the plants not sure why considering the weather we have and no water comes out.
Water in the house is fine the stop cock is full next door had the same problem but hers work now but mine dont.
Could the pipes under the house be frozen still.
The house is only 6 years old built by Barratts so the pipes are not proberbly lagged.

Any ideas

Strip down tap and replace washer, it's probably broken down or stuck.
