Toilet Float valve not letting water into the cisten

Can anyone help. I haven't installed a dual flush cisten before. I have conected the water in pipe but when I open the isolator almost no water is coming up into the cisten. I have removed it all again and tried to blow up the pipe which i can't. Am I missing a trick somewhere?

Have you removed the restrictor?

I had this once when the inlet pipe was gravity fed (not mains) and there was a flow reducing fitting inside the float valve, thus not enough pressure to fill the cistern very quickly. I removed the flow reducer and it worked ok.
