Would be easier to diagnose if you could give a description of the noise. Is it whenthe thing is flushed or filling up. No you won't have to replace the whole thing at worse it will either be the flush valve or the inlet valve. At best its something else. Have you got a high pressure (mains) or low pressure (tank) feed and was the system yu bought for high or low pressure?

Cheers

the system is off the mains at a working pressure approx 2 bar,ish I was not asked at the time of purchase if it was to be used on a closed water system, the noise is constant on a charged cistern,

You still haven't described the noise nor did you say if you have fitted a high or low pressure valve.

in the first instance i'd change the diphragm valve. easy to do, takes seconds and cost pennies, that may well solve it. if not then more info reqd re. type of noise and when it occurs, as has already been asked.

Best suggestion I can offer based on your replies is change the inlet valve and make sure it's a high pressure one.

ardencaple,
You appear to be claiming that you get the buzzing noise once the cistern is full. If you cannot see any water coming out of the fill valve then look for a cause elsewhere. Since it is mains fed you may have a leak in the mains pipe and the all plastic cistern is amplifying the noise.
end
