Door hanging oddly

One of our external doors is not bowed yet the gap on the non-hinge side between the door and the frame for about the bottom two feet, increase to abou 1/2 an inch. The rest of the door fits well around the frame. The frame seems to be squarely fixed.
Could this be due to the door being poorly hinged? I cleaned-up the hinges and the bottom one has some side to side play. Would replacing the hinges make a difference. (Anyone know of a good supplier of heavy cast-steel hinges?)
The door is c.1906 half-glazed so I don't want to replace it.

I am thinking about installing an under door draught-proofing gizmo (by Raven). This entails cutting a 20mm by 50mm mortice into the bottom rail of the door. Do you think this will weaken drastically the mortice & tenons joining the rail and the stiles?
