draining down C/H system

I have an outside drain cock when I open it nothing comes out do I have to turn rads off?

An outside drain cock ??? do you mean PRV ?

DRain from a drain point, on or near the boiler, near the pump or on the radiator valve, can't find any ?

Remove one radiator connect a cutting of 15mm pipe to the valve using a nut and olive and insert the pipe into a hose pipe - open the rad valve an it'll drain.

thanks, I have fitted a new drain cock the old one was stuck in its seat.

Beat me, thats the rubber stuck on its seat,very common.
