When we had our cardean fitted in our hall we were told to take up the original tiles so that the latex screed could go straght on to the concrete to give a nice smooth base for the cardean to be laid on. Now we are having problems with damp which is lifting the latex, our builder friend has suggested that the tiles could have been left down as they were probably acting as damp proofing. Is this right and does the flooring need to come up and have a damp proof sealant laid?

The tiles may well have been acting as a damp membrane stopping you seeing any signs of damp. Now they are gone it certainly sounds like you are suffering from damp and we would suggest getting a couple of builders in to have a look and quote for repairs. Its impossible to guess the best way forward from a forum.
