Re-varnishing

I have recently re-varnished an old(ish) telephone table, trying to liven it up a bit. After using wire wool to clean it up and wiping down with a damp cloth, ( I did then leave it to thoroughly dry), I applied the new varnish, but it is drying as if there is water either in the varnish or on the brush, giving a `dappled` effect. What have I done wrong here? cheers.

Chances are that the table has been polished using a spray with silicone in it, you could try cleaning the table with a universal solvent but if the silicone is deep in the grain more rubbing down will be needed.
