If you can lift the floorboards near it then you can get an idea of how thick the concrete is. Even if it appears thick a top layer may well come off easily probably down to the level of the bottom of the floorboards.
If you decide it can be taken off take thin cold chisel (~3/4 inch) and a heavy hammer (~3kg) and knock the concrete out in small bits, Don't hit it really hard just firmly. You'll need builders bags to get rid of it as it'll tear normal plastic or garden bags.
Goggles and gloves definitely required, knee pads a comfort bonus :D
