Black mould! NO central heating!!! Damp??

hi. need a bit of help please. my mum and dads old council house has no central heating (they seem to think its warm enough!!??) but they are getting black mould round their windows and on most of the outside walls from the floor up. damp or condensation?? it had cavity insulation with those little round balls about 30 years ago but nothing since.

any ideas?

buy a dehumidifier an leave it an trickle. it will help remove any moisture and will even heat the house by 1 degree!

we had one in ours before we got heating and it made a huge difference. the want a £200 odd size one, secondhand i paid £25 for a similair size.
