Dopped double glazed windows

had double glazed window units fitted a few years back
theyve never really worked and never managed to get the builder back
what happens is they drop when opened and you have to lift them to shut
they are supposed to open like a normal window but invariably do not connect with the upper hinge on the hinged vertical edge so are only connected by a singular lower hinge they now only open as a window hinged along the lower horizontal edge (the horizontal method is just to leave the windows slightly ajar about 30 degrees
can i fix this or do i need professionals
HELP!!!!!!!!!!!!

There are many many types of window with a lot of different ways of adjsuting we suggest you get a pro to look at this.
