I have heard about the 300mm space, but am not sure if this is actually a regulation or not.
I can say, it has nothing to do with saucepan handles! The clearance is required to reduce the effect should a pan catch fire on the hob.
Perhaps you could point out that the same "rule" requires a 1200mm free area immediately in front of the cooker which obviously with your opening door, you won't have.
