All the wood glues I can find say that they start to set in five mins. I'm assembling a small flight of stairs and its going to take more like fifteen or twenty- by the time I've coated all the wedges etc & got it all together. does it matter if it's started to set? What's the alternative?

you probably don't want to be gluing your stairs together at all - screws might be better.
