Concrete Garage Panels - How to refinish harling/spar dash

Hi

I just bought a load of sectional concrete garage panels which I am intending to use to make a workshop from. They currently have a white(ish) harling(I believe its called spar dash in England?) applied to them however a lot of stone chips have come away from them due to friction with other panels during transportation. What I am wondering is, is there any easy way to resurface these panels so that they have a fresh layer of chippings on them? I was thinking along the lines of:
    *clean up existing finish
    *apply a coat of pva to existing finish to remove soil/organic growth etc..
    *construct a basic timber formwork around each panel
    *pour a mortar mix on top of existing finish (advice on mix ratio * components appreciated)
    *flick new chippings onto new mortar & allow to cure


Does any this sound feasible or is there something wrong with my suggestion? I appreciate any advice on the matter as its not an area of construction that I'm familiar with.
