damp stone wall

Hello
I have an old stone wall house with some quite damp walls. outside is old concrete and its higher than the internal floor. Therefore i'm thinking i need to lower the outside level? Am i then better of putting down gravel so the surrounding area can breathe of re concreting to divert the water away from the wall? Or another solution. any advise would be appreciated.

Form a gulley all round and leave open ie no gravel.
