coservatory footings

i am having a conservatory built.they started yesterday by digging footings fillng with a semi dry mix, consolidateing then building up to damp course is this normal to build on footings before they have dried.

This is quite often done as there is very little weight on the footings until they build the dwarf walls and by this time the footings will have set
