Coving - paper layer damp

The painting on my coving was flaking off, I scraped it off then found the paper layer underneath was damp. I've taken this paper layer off too (perhaps I shouldn't have :? ) so now I'm back to the plaster layer on the coving. I've got to build it back up but how should I do this so it blends back in with the dry paper layer on the rest of the coving?

If you can just fill it do that but if not get a matching peice of cove and piece it in.
