Paint peeling off Interior walls? Solution? What can I do?

Majority of the walls are fine. but from a few places in each room the paint seems to be flaking off. (its been happening for a few years now, i've just not had the time to sort it out)
What do I do to make it right?
I cant afford to strip off all the paint as its too expensive and too time consuming.
If i scrape off what is already coming off and sand it down as much as possible, is that enough?
and if so, what do i do next? does it need a base coat/primer and what kind? how much?
and what kind of paint will go over it as a finished job.

I don't know what kind of paint is painted on the walls in the first place (matt, vinyl, silk, sheen)
what i do remember was when i was painting over it years ago, it painted on fine in most places; but the places where it is peeling off, it wouldn't stick properly and would just come off.

Ok.Here goes.

What is behind the flakes bare plaster? Is the existing paint shiny, flat ..

Was the wall greasy when you painted could there be silicone on the wall ie near a window bath..

Not being able to see its very hard to say but give it a good sand and well touch up if you find a matching colour/paint, Best to touch up as most non trades dont see flashing in paint. Any further info you have can try help more
