Cold Water Flow Drainage and wastage systems and plumbing help, advice and answers

The cold water flow coming out of our bathroom taps is not very fast and I was wondering if I can boost it with a pump from the cold water tank which is a sealed unit.

I'm not worried about the hot water as that seems to be ok

My neighbor has a similar problem. I suspect a pump is not the answer but I would be interested if anyone can explain the lack of flow.
I can only think that the pipe is constricted in some way - limescale perhaps?
