hot or cold should it matter

I am waiting to have a flat roof repaired as the felt was damaged and water started leaking through kitchen ceiling which has completely wrecked everything,ie,walls,laminate flooring and also blew the electrics as water got into main kitchen light fitting.We can get the kitchen sorted as its been paid for by the insurance as is the roof but cant do any of it till roof is done,the problem is the guy that is supposed to do it keeps giving excuses as to why he cant do it yet,rain and snow thats fair enough.Now he is saying that because we are having a fibre glass roof instead of felt the outside temperature has to be above 7 degrees....is this true or is he lying again...

I know this is the case when working with other glass fibre products & would imagine this is quite possible with roofing as the resins used need the higher temperature to cure properly .
