Can I wire a new light circuit myself?

Hi, just found this very informative site. Can I wire a new lighting circuit myself and then have a part P registered electriction check and certify it?

PUTTING IN A NEW CIRCUIT WOULD BE NOTIFIABLE WORK.
IT WOULD BE INSTALLED ,TESTED AND CERTIFIED BY YOUR
NEAREST PART P ELECTRICIAN.
