Problem painting on top of paper

I've just moved into a house. All the walls have been covered with paper and painted. I tried repainting one of the rooms but the paint (which is bulk buy gardenia from Wickes) is full of little holes and looks very patchy. It doesn't matter how many times I paint over it it won't disappear.

Can anyone tell me what the problem is please?

elsbeth,
There is an incompatabilty between the paint on the walls and the paint you are applying. If you must paint over the papered walls try using an oil based undercoat first - this should seal in the old paint. Try a small area first where there are most pin holes.
