Floor insulation

Hi everyone,

Just wanted some advice, any comments will be much appreciated.

I wanted to insulate concrete ground floor of my house.

I wanted to carry out the following installation and wanted to know if it is suitable:

1: Lay down vapour barrier sheet (prevent moisture from the floor rising)
2: 20mm celotex insulation board
3: Edging strips (prevent heat loss through the walls)
4: Laminate Underlay with moisture resistant foil
5: Laminate floor

My main concern is the vapour barrier sheet as most forums say to lay in the the warm side ie above the insulation board.
I am placing it below as I want to put underlay with moisture resistant.

forget the moisture barrier that will create condensation.
Paint the floor with bitumin.
lay the the celotex on the wet bitumin
use ordinary underlay,the celotex and the buitumin are sufficent
lay laminate
