changes to extension building.

I have been told I cannot build an extension at the back of my property, extending the full width of my boundary and that I now have to build an extension with a double hip roof and only the Gutter may be touching the boundary line.
apparently the regulations changed in 2010. is this so.

If you are referring to permitted development go here for an interactive guide to your question.
Google "planningportal.gov.uk/permission/commonprojects/extensions/miniguide"
If it's not PD you will have to apply for Planning Permission.
