Tiling underfloo-heated, vinyl covered bathroom floor

The current floor is 'wetroom' vinyl covered (with margins running up the walls for c. 4ins), under which there is underfloor heating. The floor base is concrete. Can I tile directly onto the current floor (having first thoroughly cleaned and 'roughed' the vinyl)?
