there are no actual limits set for either but 300mm is considered min. from edge of sink/draining board, regs say outlets must be 'suitable for location' with due regard to IP rating, so if you chose to use an outdoor type socket you COULD put it on sink splashback! For once common sense is allowed to rule!!!
Likewise hieght above work top not specified but should be far enough not to cause flexes to be bent too tight, there are 45Deg. trunking systems becoming popular which go behind 'pelmet' at bottom of top cupboards or against wall/bottom of cupboards leaving flex to drop down to appliances keeping worktops clear of flexes,
