condensation on cistern

I have installed a new down stairs toilet in a utility room with concrete flooring, cavity insulated walls and a towel warmer which does what its purpose is. The cistern & toilet are free standing, not boxed in, the condensation constantly collects on the outside of the cistern and drips onto the vinyl covered floor causing large puddles & rotting skirting. The room itself can be quite cold with no heating other than the towel warmer. Can anyone suggest a solution to this problem.

its a cold spot in the room, a radiator would work,You could fit a small wall mounted electric heater set on low to take the chill off the room.
