The unpainted walls feel like sandpaper, a grayish colour with splashes of white. (image below)

CAN I SAND THIS THEN PAINT IT, or should I skim then paint?
Some of the walls under the last layer of wallpaper are painted. (image below)

The painted walls have the same texture, but with paint.
Some of the top layer of the textured drywall has peeled off so I guess I need to fill these?

There have been previous repairs, but some of this is over lining paper. (image below)

plaster has been used, sometimes over lining paper.
What do I do about these? Remove, repair, skim?
A) Can I sand down this texture on all the walls, then prime it and paint?
B) Is it best to skim all the walls so I get a smooth finish?
C) Do I need to sand down the painted walls if I skim the wall?
D) The walls have a dado rail should I remove this before skim? Or can I skim around them?
E) I don't want to, but is it best to re-wallpaper with a plain heavy weight paper, then paint that to get the smooth wall finish I want?
