If a conservatory, leading from patio doors, will be on ground which has been raised, compared with neighbours on the other side of the fence, by about 18"- 24" and no retaining wall has been installed, considering the extra weight of a conservatory on the ground, how close to the differing garden heights i.e. the dividing fence, will it be safe to build it. The ground is clay and there is a 2m high fence between the gardens.

the weight issue is minimal due to the foundation being lower than the 18inches build up of the garden.
The foundation ideally should be a minimum of 2feet deep for a conservatory.Also build it 1metre away from the fence.
