I have 2 round holes left by old spot lights. My electrician filled the other holes by cutting circular sections from a piece of plaster board. Is there any other way of doing it?

The best way is to cut out square between the joists, put a couple of noggins in as support and cut a square piece of board to fit. You can then skim it over to get a perfectly level finish.

cut a square piece of plasterboard slightly bigger than the hole, then cut the plasterboard in half and snap it in two, do not cut all the way through.
drill a hole and feed some string through,
Mix some drywall adhesive and place it around the hole, then insert the plasterboard folded in two, then open the plasterboard in position using the string to align and pull it so that the board sticks to the adhesive.
Cut the string off once set and fill the area with the drywall adhesive and skim to finish
