Laying a patio

Hi,
I would welcome direction.
I am planning to lay a patio using 600 x 600 flag stones and I need to establish if it would be ok to put the stones on to a dry mix of sharp sand & cement which in turn would be placed straight on to a compacted clay base.
The patio would be for light foot traffic only.... Would this base this be enough to prevent movement of the slabs?
Any advice is welcomed.

its best to use (hardcore) first, 50mm thick, will do and compact the ground, then your sand and cement, but it must be a minimum of 75mm and not a dry mix, if you can make a fist with it, and it holds its form in your hand, that's the right consistency
