double wall plate

Hi everyone
I'm building a two storey extension. The block work is just approaching roof level & so I need some more info about roofing.
can anyone answer the following?
Some drawings I've seen show a double wall plate. Is this preferable & why?

its unnessasry its usually a 4x3 or 4x2

either your miss reading the drawings or they are wrong i have built roovfs and submitted drawings for both planniong and regs and can`t understand the need for two wallplates .how could it be possible to secure the outside plate with w/p straps

just replied tothis post assume when you said double thought you ment on both walls . the only time i ve come across this on timber frame buildings
