Shelf With Limited Access - Cannot get Drill in to Drill Holes, Suggestions Needed

trying to fit 2 shelves in bathroom (see black lines). The lower one is easy because it rests on the tiles but I'd like to add another 18" higher but not enough room to get a drill in (also the left side is probably not thick enough to screw into). Any suggestions?

you can stick battens to the wall, with no more nails adhesive, wedge them into position till dry, then set your shelves on top
