How to Kill a Tree Next to Party Fence and Near House Wall?

Hi, everyone

My next door neighbour has planted a tree (ash) right next to our party fence and about 12 feet from the house wall.

I have asked him to remove it before it gets any larger it's small about four feet at the moment but he refuses to remove so how can I kill it as I haven't access to his garden? It's within easy reach right against the party fence.

Would a strong weed killer sprayed on the leaves do it?

Any advice gratefull accepted.

I'm not advocating you trespass onto your neighbours property or destroy his property, which the tree is.
The product you need to invest in should be a glyphosate based weed killer although glyphos is available in a concentrated crystalline form which is the best. It is also available commercially as tree stump killer.
Best time of year to take action is autumn when leaves can be sprayed at frequent intervals. This should be done on lower level leaves where the killer will eventually seep into the tree root although this will take a long time.
I’m in the process of killing some 30 trees, both ash and sycamore, which are in my allotments hedge. What I did here is cut down the trees to a stump which will next be drilled and holes filled with glyphos and then covered.
