uPVC window insulation with polyurethane foam

Hello,

After the u-PVC window was fixed with bolts, the handicraftsman put
between the wall and the window polyurethane foam. In the second day, after that, he cut the solidified foam and finished it with a cement based adhesive ( from the ones used on ceramic tiles).

At the first rain the wather came into the interior. What should I do? Clean the cement that cover the foam and put some glass/frame silicone?
